EICR in Bromley for Landlords, Bedsits and Flats Over Shops

At the 2021 Census, 2,192 households in Bromley Town ward (32.6%) rented privately, almost double the 17.4% across the borough, and 54.8% lived in flats, from purpose-built blocks to bedsits and homes over shops. A let home covered by the rules needs an EICR at least every five years, with any remedial work or further investigation it calls for done within 28 days, and the London Borough of Bromley can impose a penalty of up to £40,000 for a breach. Coutts Electrical, an NICEIC Approved Contractor 4.1 miles away in Keston in a straight line, explains every coded finding and quotes remedial work separately.

A third of Bromley Town rents privately

Bromley here means Bromley Town, the 2022 council ward that takes in the High Street, Market Square, Bromley North and Bromley South. The 2021 Census counted 6,718 households in it, and 2,192 of them (32.6%) rented privately, almost double the 17.4% across the London Borough of Bromley. Another 636 rented from a social landlord, 583 of them from a housing association or similar rather than the council.

For most of those 2,828 lets, the Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020 set the timetable: an inspection and test at least every five years, a copy of the report to each tenant within 28 days, a copy to Bromley council within 7 days of a written request, and any remedial work or further investigation the report calls for completed within 28 days, or sooner if it says so. SI 2025/1043 raised the maximum financial penalty from £30,000 to £40,000 and brought social landlords under the same rules, and their deadline is close: where a registered provider granted the tenancy before 1 December 2025, the first inspection and test must be done before 1 November 2026. What new and prospective tenants must be given is covered in our guide to landlord electrical checks.

Bedsits, blocks and flats over shops

More than half the ward’s households, 3,679 or 54.8%, lived in a flat in 2021, against 31.3% across the borough. Most were in purpose-built blocks, home to 41.7% of all households, where the landlord’s report covers the installation serving the flat itself rather than the block’s common parts. The 9.9% in converted or shared houses, the Census category that takes in bedsits, raise a different first question: where does each supply begin? A flat with its own meter and consumer unit gets its own report; rooms fed from one board are one installation.

Then there are the homes above businesses: 115 households, 1.7%, lived in a commercial building such as over a shop. The council’s 2025 appraisal of the Bromley Town Centre Conservation Area records that most housing on the High Street and Market Square was converted to commercial use as Bromley grew from a small market town into a busy suburban centre. Where a let flat survives above a shop on those streets, the flat follows the five-year rule. The shop is a workplace under the Electricity at Work Regulations 1989, which require its installation to be maintained to prevent danger but fix no interval. Who arranges that inspection usually depends on the lease, as our guide to EICRs for business premises explains.

Pre-1919 buildings and a power station in Walter’s Yard

The Valuation Office Agency’s Council Tax list for the nine small areas ONS assigns to the ward held 7,520 properties at 31 March 2026. Of those, 1,570 (20.9%) were built before 1919, 1,160 of them before 1900, against 17.0% pre-1919 across the borough. The same appraisal dates the town centre’s mains electricity to 1898, generated at a power station in Walter’s Yard, so a building older than that was wired after it was built. Where one has since been split into flats, the inspection looks for what each change left behind: a circuit that crosses from one flat into another, a board in a shared hallway, additions with no certificate.

At the other end, 640 properties (8.5%) date from 2000 to 2008, twice the borough’s 4.1%, and a let flat in one of them is held to the same five-year cycle as a Victorian conversion.

Heating differs too. At the 2021 Census, 860 households (12.8%) had electric-only central heating, against 6.8% across the borough, and in those homes the heating circuits are part of the fixed installation the inspection tests.

Bromley council, licences and the cut-out

The London Borough of Bromley is the local housing authority that enforces these rules here. It operates only the mandatory HMO licensing scheme, so a licence is needed once five or more people live in an HMO, and its housing enforcement team works from Bromley Civic Centre at Churchill Court, 2 Westmoreland Road, inside the ward itself. A smaller shared house needs no licence, but if it is let it still needs its EICR.

The codes on the report decide what the council can hold a landlord to. A C1 (danger present), a C2 (potentially dangerous) or an FI (further investigation) starts the 28-day clock; a C3 (improvement recommended) does not, so a report carrying only C3s needs no work. The inspection stops at the sealed cut-out, which belongs to UK Power Networks, the operator for BR1 1AA, a postcode in the ward, under its London Power Networks licence. A fault there is theirs to repair, and in a power cut the free 105 number reaches them.

02 Questions from Bromley

EICR testing,
answered for Bromley.

I'm letting a house near Bromley South to five sharers. Do I need a licence from Bromley council as well as an EICR?

Yes, both. Bromley operates only the mandatory HMO licensing scheme, so a licence is needed once five or more people live in an HMO, including a resident landlord with four or more tenants. For up to five units the 2026/27 fees are £1,589 on application and £1,059 before the licence is granted, and a licence lasts five years. The electrical duty sits alongside it: an inspection and test at least every five years, with each tenant's copy inside 28 days.

My buy-to-let flat is in a Bromley block built in the 2000s. Does something that new need an EICR?

Yes. The five-year duty attaches to the tenancy, not to the age of the building, so a flat let as someone's home needs a report at least every five years whenever it was built. The inspector can set an earlier date, never a later one. Newer property is a bigger share of the stock here than across the borough: the Valuation Office Agency dates 640 of Bromley Town ward's 7,520 properties to 2000 to 2008, 8.5% against 4.1%.

I rent from a housing association in Bromley town centre. Does my landlord have to do this too?

Yes. SI 2025/1043 brought registered providers of social housing, housing associations among them, under the 2020 regulations. If your tenancy was granted before 1 December 2025, the first inspection and test must be done before 1 November 2026; after that come the same five-year cycle, the copy of the report for you and the 28-day deadline for remedial work that bind a private landlord. Arranging it is the landlord's job, not yours. The 2021 Census counted 583 Bromley Town ward households renting from a housing association or other social landlord.

My flat is in a listed building in Bromley town centre. Does an EICR need consent?

The inspection alters nothing, so it needs none. Remedial work can be different: chasing new cable into historic plaster, or fixing equipment to a protected front, may need listed building consent, which the London Borough of Bromley decides. 30 entries on the statutory list lie wholly or partly within Bromley Town ward, among them Bromley College, Sheppard's College and The Old Palace, so check the address before agreeing a rewiring route. The findings themselves are coded exactly as in any other building.
