Chislehurst EICR testing
EICR in Chislehurst for landlords, homeowners and listed houses
At the 2021 Census, 945 Chislehurst ward households rented privately and 447 from a social landlord. Most of their landlords must now have the electrics inspected and tested at least every five years, and the London Borough of Bromley can impose a penalty of up to £40,000 for a breach. Owner-occupiers, 77.0% of the ward, have no set interval, but an EICR before buying, extending or adding a heavy load shows how each circuit measures today. Coutts Electrical is an NICEIC Approved Contractor in Keston, 4.7 miles away in a straight line.

Who rents in Chislehurst
At the 2021 Census, Chislehurst ward, the ONS unit named after the town, held 6,268 households. 77.0% owned their home, well above Bromley’s 68.5%. The legal duty sits with the landlords of the rest: 945 households (15.1%) rented privately and 447 (7.1%) from a social landlord, and for most of those 1,392 homes the landlord must now have the fixed wiring inspected and tested at least every five years. Social renting here means housing associations rather than the council: 417 of the 447 social-renting households rented from a housing association or other social landlord, and 30 from the council.
The two census areas that best fit the ward differ. In Chislehurst North (MSOA Bromley 002), 15.5% of households rented privately and 11.8% from a social landlord. In Chislehurst West & Elmstead (Bromley 007), private renting was close at 14.6%, but social renting was only 3.5%.
What a Chislehurst landlord must do
The duty comes from the Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020. Amending regulations, SI 2025/1043, brought in housing associations and other registered providers and raised the maximum penalty the London Borough of Bromley can impose from £30,000 to £40,000. A registered provider’s tenancies granted before 1 December 2025 must have their first inspection and test before 1 November 2026, which matters most in Chislehurst North, where social renting is commonest. Tenants are owed the report within 28 days of the inspection, and Bromley within 7 days of asking in writing. Our landlord electrical checks guide lists each copy to keep and hand over.
Any C1 (danger present), C2 (potentially dangerous) or FI (further investigation) observation means the report calls for work. The regulations allow 28 days from the inspection to carry it out, or less where the report sets a shorter deadline. A C3 is a recommendation only.
At the census, 267 ward households (4.3%) lived in part of a converted or shared house, including bedsits, against 5.8% across Bromley. Bromley runs the mandatory HMO licence and nothing wider, its HMO advice expects a report no older than five years, and an Article 4 Direction has removed permitted development rights for HMOs since 1 September 2022.
Inter-war north, post-war west
The Valuation Office Agency’s Council Tax stock for 31 March 2026 shows the two areas were built at different times. In Chislehurst North, 1,310 of 3,190 properties (41.1%) date from 1919 to 1939, against 29.7% across Bromley, and semis and terraces housed 35.6% and 33.2% of its households at the census. In West & Elmstead, 1,900 of 4,600 (41.3%) went up between 1945 and 1972. Across the ten small areas ONS fits to the ward, 890 of 6,920 properties pre-date 1900.
A build date earns no code. In a 1930s semi rewired in stages, insulation resistance readings show how any older cable is holding up, and the schedule records which circuits have RCD protection. In a house built between 1945 and 1972, the inspector checks whether each lighting circuit has a protective conductor, which metal light fittings need for earthing.
Detached houses held 34.1% of ward households, against Bromley’s 18.1%, rising to 50.9% in West & Elmstead. A detached house often has more circuits, sometimes a second board, and cables out to a garage or garden room, so agree the extent of the inspection before testing starts. With 84.9% of ward households heated by mains gas alone in 2021, most homes here have a gas pipe whose main protective bonding the inspection checks.
Listed buildings and premises over shops
Historic England’s list has 60 entries inside the ward: 56 Grade II and four Grade II*, among them Camden Place and Chesil House. The Chislehurst Conservation Area was designated in 1971. An inspection leaves the fabric as it found it, but a new cable route or relocated consumer unit can touch historic fabric and may need listed building consent from Bromley.
The Grade II entries include the Bull’s Head public house. A pub or shop is a workplace, so it comes under the Electricity at Work Regulations 1989, which require a safe installation but set no fixed interval; our guide to EICRs for business premises explains how a lease divides that duty. The census counted 70 ward households living in a commercial building, such as over a shop, and a flat let there as a main home stays on the five-year cycle even though the shop below does not.
The supply, and the distance from Keston
BR7 6AA and BR7 5NA, both in the ward, sit in grid supply point group _C, UK Power Networks’ London Power Networks area. The sealed cut-out belongs to the network, so a defect there is noted on the report for UK Power Networks to put right, and a power cut is reported free on 105.

02 Questions from Chislehurst
EICR testing,
answered for Chislehurst.
Our housing association home in Chislehurst has never had an EICR. When is it due?
If the tenancy was granted before 1 December 2025 and your landlord is a housing association or other registered provider of social housing, SI 2025/1043 requires the first inspection and test before 1 November 2026. A tenancy granted on or after 1 December 2025 needs one before it starts. After that the gap is at most five years, or less if the report sets an earlier date, and you should be given a copy within 28 days of each inspection. Social renting is commonest in Chislehurst North, where 11.8% of households rented from a social landlord in 2021, against 3.5% in Chislehurst West & Elmstead.
I want to let my Chislehurst house to sharers. Will Bromley ask for an EICR?
Unless you live in the house and share it with your tenants, the law already requires an inspection and test before the let and at least every five years, as for any rented home. If it becomes a licensable HMO, with five or more tenants (four with a live-in landlord) in two or more households sharing a kitchen, bathroom or toilet, Bromley's mandatory licence applies. The licence lasts five years, and the council's HMO advice asks for a current report no older than five years. Check planning first: the council says an Article 4 Direction has removed permitted development rights for HMOs since 1 September 2022.
Our Chislehurst house is listed. Will an EICR damage it?
It shouldn't. An EICR inspects what can be seen and reached and measures each circuit; it is not building work. Remedial work is different: a new cable route or a moved consumer unit can alter historic fabric and may need listed building consent from the London Borough of Bromley. Chislehurst ward holds 60 National Heritage List entries, four of them Grade II*, so mention a listing when you book and any remedial quote can allow for it.
We own a 1930s semi in Chislehurst North. Do we need an EICR?
No law sets an interval for an owner-occupied home, and 77.0% of the ward's households own theirs. In Chislehurst North, 1,310 of 3,190 properties date from 1919 to 1939, but codes come from how each circuit measures today, not from the build date. An EICR is worth having before you buy, sell, extend or add a heavy load such as an EV charger, and the report recommends when the next inspection should be.
