EICR in Orpington for Landlords, 1930s Semis and Flats Over Shops

Unlike Bromley as a whole, Orpington ward has more households renting from a social landlord (750 at the 2021 Census) than privately (557), and where a registered provider of social housing let the home before 1 December 2025, its first electrical inspection is due before 1 November 2026. About seven in ten of the ward's properties were built between the wars or from 1945 to 1972. Coutts Electrical, NICEIC Approved Contractors working from Keston 3.3 miles to the south-west in a straight line, code every finding and quote any remedial work on its own.

More social tenants than private ones

At the 2021 Census, Orpington ward, the London Borough of Bromley’s 2022 electoral ward of that name, held 4,729 households, 71.5% of them owner-occupied. Of the 1,307 that rented, 750 (15.9%) rented from a social landlord, 647 of them from housing associations and similar bodies and 103 from the council, while 557 (11.8%) rented privately. Across Bromley the order runs the other way, at 17.4% private and 13.2% social.

Housing association lets and 1 November 2026

That balance gives one deadline unusual weight in Orpington. The 2020 Electrical Safety Standards regulations used to bind private landlords only; SI 2025/1043 widened them to registered providers of social housing, housing associations included, and raised the top financial penalty from £30,000 to £40,000. For a home such a provider let before 1 December 2025, the installation’s first inspection and test, plus a check of any electrical equipment provided with the home, has to be completed before 1 November 2026. The Census cannot say how many of today’s tenancies that covers, but in 2021 the ward’s social renters outnumbered its private renters by 193 households.

From then on, both kinds of let in the ward follow one cycle: a fresh inspection within five years, earlier if a report sets a nearer date; the tenant’s copy within 28 days; and 28 days, or less if the report says so, to complete any repair or investigation it calls for. A written request from Bromley council, the local housing authority, has to be answered with the report inside 7 days. What new and prospective tenants are owed is set out in our guide to the electrical checks every landlord must make.

Semis from between the wars and after

Council Tax records tell the age story. Across the eight small census areas ONS maps to the ward, the Valuation Office Agency listed 5,740 properties at 31 March 2026, a count of dwellings rather than of the households above. Seven in ten fall into two periods of equal size, with 2,050 each for 1919 to 1939 and for 1945 to 1972, and the 1930s on their own account for 1,860. Just 220 (3.8%) are older than 1919, a fraction of Bromley’s 17.0%, and 950 (16.6%) went up from 2000 onward, against the borough’s 10.8%.

Most of those inter-war and post-war homes are semis: 47.8% of Orpington ward households lived in one at the 2021 Census, against 29.9% across Bromley. An EICR on one is judged on the condition the inspector finds and the readings the tests return, not on its age, and much of it concerns what has been added since: which circuits feed a later kitchen, extension or loft room, whether that work was certified, and how many circuits an RCD protects. Where the readings show wear, the inspector can set the next date sooner than five years and record why. With mains gas the only central heating in 84.7% of the ward’s households (Bromley: 82.2%), the protective bonding where the gas pipe enters the house is a check that applies to most Orpington homes.

Bromley’s rules for shared houses

Bromley operates no licensing beyond the national mandatory HMO scheme, so no additional or selective licence applies in Orpington. Licensed or not, every HMO in the borough must meet the council’s adopted standards: an electrical report under five years old, and fire-alarm and emergency-lighting test certificates under a year old. The Census has no HMO count, and its nearest category is small here: 34 ward households (0.7%) lived in a flat or bedsit within a converted or shared house, against 5.8% across Bromley. Adding to them is a planning question first: the council’s Article 4 Direction, in force since 1 September 2022 across all its wards bar Biggin Hill and Darwin, means turning one of Orpington’s semis into a small HMO needs permission.

Flats over shops, and The Priory

Of the ward’s 944 households in flats or maisonettes, 113 lived inside a commercial building, for example above a shop or office: 2.4% of all households, nearly double Bromley’s 1.3%. Let as a home, such a flat has its own five-year deadline. The unit downstairs falls under workplace law instead, the Electricity at Work Regulations 1989: its installation has to be maintained so that it stays safe, but no inspection interval is written in; our business EICR guide sets out who is responsible for booking it.

The ward contains most of The Priory, Orpington conservation area (about 87% of it; designated in 1985) and ten National Heritage List entries, including two at Grade II*: the Priory building that names the area, and the Church of All Saints. Testing alters nothing, but a repair that disturbs a listed building’s fabric may need Bromley’s listed building consent, so mention any listing when you book.

Codes on the report, and UK Power Networks’ side

For a housing association tenant in the ward reading a first report, the codes are the part that matters. C1 flags present danger, C2 a potential danger, C3 an improvement worth making, and FI something that needs investigating further. Any C1 or C2 turns the overall result unsatisfactory, while C3s by themselves leave it satisfactory. The sealed cut-out and its incoming cable are UK Power Networks’ equipment: on the Elexon grid supply point lookup, ward postcodes such as BR6 0TW and BR6 9AA sit in its South Eastern Power Networks area, and a fault on that side goes to 105, free.

02 Questions from Orpington

EICR testing,
answered for Orpington.

Our Orpington tenancy is with a housing association and began before December 2025. When must the electrics be inspected?

Before 1 November 2026. That is the date SI 2025/1043 gives a housing association, or any other registered provider, to finish the first inspection and test of a home it let before 1 December 2025, and electrical equipment it provides with the home has to be checked by a qualified person by then too. From then on, no more than five years may pass between inspections. Booking it is the landlord's job, not yours; the 2021 Census counted 647 ward households renting from a housing association or similar social landlord.

We are thinking of letting our Orpington house to five sharers. Where does Bromley council come in?

Twice, and planning comes first. Bromley's Article 4 Direction for HMOs, in force in Orpington since 1 September 2022, took away the permitted development right to turn a house into a small HMO, so the change of use needs planning permission. Then licensing: by the council's own definition a house becomes licensable once five tenants from two or more households share a kitchen, bathroom or toilet, or four alongside a resident landlord. A licence is granted for five years, and the council's HMO standards want an EICR dated within the last five.

We are buying a 1930s semi in Orpington. Is an EICR worth having before we exchange?

No law requires an owner-occupier to have one, but with the seller's agreement it can be worth it. The Council Tax list puts 1,860 of the ward's properties in the 1930s alone, and a semi that age may since have gained a newer kitchen, extension or loft room. The circuit-by-circuit readings, which circuits have RCD protection and any notes on uncertified work show what may need paying for while there is still room to negotiate.

I own a shop in Orpington and let the flat above it. Is that one EICR or two?

Usually two. A flat with its own supply and consumer unit is an installation in its own right, and let as a home it goes on the rented-sector clock: re-inspection within five years, and your tenant gets the report within 28 days. Downstairs, the shop counts as a workplace, and the 1989 Electricity at Work Regulations demand a safe installation without naming a frequency, so keep to the date the last inspector wrote on its report. The 2021 Census counted 113 Orpington ward households living in a commercial building.
