Sydenham EICR testing
EICR in Sydenham for Landlords, Converted Houses and Flats
At the 2021 Census 21.7% of Sydenham's 9,790 households rented privately and 33.2% from a social landlord. Both kinds of let now need an inspection at least every five years: SI 2025/1043 brought social housing under the rules, required social tenancies granted before 1 December 2025 to have their first one before 1 November 2026, and raised the maximum penalty to £40,000. Coutts Electrical, an NICEIC Approved Contractor 6.6 miles away in Keston in a straight line, inspects Sydenham lets, owner-occupied homes and shops, from Lower Sydenham's Victorian conversions to Upper Sydenham's post-war blocks, and explains every C1, C2, C3 and FI code.

Most Sydenham households rent
On this page Sydenham means the three Lewisham neighbourhoods the House of Commons Library names after it, Upper Sydenham, Sydenham Wells and Lower Sydenham: 9,790 households at the 2021 Census. 21.7% (2,126 households) rented privately, most in Lower Sydenham at 23.0%, and 33.2% (3,252) rented socially, 17.5% from the council and 15.7% from other social landlords, rising to 37.3% in Sydenham Wells. Social renting was commoner here than across Lewisham (29.2%) or London (23.1%), so SI 2025/1043, which brought social housing under the electrical safety regulations, matters more in Sydenham than in the borough as a whole.
Private or social, a Sydenham let now carries the same duties. The landlord must have the installation inspected and tested at least every five years, hand an existing tenant the report within 28 days and a new tenant before they move in, and send the local housing authority a copy within 7 days of a written request. Anything coded C1 (danger present), C2 (potentially dangerous) or FI (further investigation) has to be dealt with within 28 days, or sooner if the report says so; a C3 is a recommended improvement, and a report carrying only C3s is satisfactory. Social tenancies granted before 1 December 2025 must have their first inspection before 1 November 2026. A landlord in breach can be fined up to £40,000, the cap SI 2025/1043 raised from £30,000. Our guide to landlord electrical checks lists each copy and deadline.
Lewisham’s licences, and the Bromley side of SE26
Lewisham enforces Sydenham’s private renting through its Private Sector Licensing and Housing Enforcement team at Laurence House, 1 Catford Road. Its selective licensing scheme runs from 1 July 2024 to 1 July 2029 with a basic fee of £640. Sydenham ward, on the pre-May 2022 boundaries, sits in the second of its three designations, with neighbouring Perry Vale in the first and Forest Hill and Bellingham in the third; 16 of the borough’s 18 pre-2022 wards are designated, so this is not a Sydenham-only rule. Selective licensing does not cover council or housing association tenancies. Additional HMO licensing, in force since 5 April 2022, covers three or four unrelated sharers in a house, three or more in a purpose-built flat, and more than two lodgers sharing with the landlord’s household. Neither licence replaces the five-yearly report, and a selective licence application asks for an EICR.
A few SE26 addresses lie over the line in the London Borough of Bromley: SE26 6EG and 6UT in Penge & Cator ward, SE26 5FF in Beckenham Town & Copers Cope. Lewisham’s licensing stops at the boundary; the electrical safety regulations do not.
Victorian conversions and post-war blocks
Lower Sydenham holds the oldest stock: 54.4% of its properties were built before 1919, against 33.7% across the three neighbourhoods, and in 2021 23.6% of its households lived in part of a converted or shared house. Behind one front door there can be several installations: a consumer unit in each flat, and the hall and stair lights on a landlord’s supply. We agree which of them the inspection covers before starting, and the report records anything left out.
Upper Sydenham is the post-war side. 44.5% of its properties date from 1945 to 1972, and 53.8% of its households lived in purpose-built flats in 2021, so access to a shared meter cupboard is often the first thing to arrange. Across all three neighbourhoods 30.9% of properties come from those years, nearly double Lewisham’s 15.7%, while only 7.3% are inter-war, against 17.5% borough-wide. Sydenham Wells has the largest later layer, with 25.9% built between 1973 and 1999. Codes go on what is found and measured, not on the year a block went up.
Owners, Lammas Green and the Sydenham Road parade
43.8% of Sydenham households owned their home in 2021, against 41.9% across Lewisham and 61.3% across England. No law requires an EICR in a home you own and live in, though one is worth having before buying, say, one of the terraced houses that held 28.0% of Lower Sydenham’s households. Lammas Green, in Upper Sydenham, is a 1950s City of London estate of three terraces round a village green, listed Grade II in 1998 and inside the Sydenham Hill conservation area. Testing there alters nothing, but repairs that change a listed building may need listed building consent, so we quote remedial work separately.
In 2007 Lewisham extended the Sydenham Thorpes conservation area to take in the parade of shops on Sydenham Road, and 1.7% of Sydenham households (2.4% in Lower Sydenham) lived in a commercial building, such as a flat over a shop. Shop and flat then answer to different law. A flat let as someone’s home is on the five-year cycle, while the shop is a workplace under the Electricity at Work Regulations 1989, which require it to be kept safe but set no fixed interval. Our guide to EICRs for business premises explains how a commercial lease decides who books that inspection.
Gas bonding, the network’s cut-out and Keston
Mains gas was the only central heating for 77.3% of Sydenham households in 2021, against 71.5% across Lewisham, so in most homes here the inspection includes the main protective bonding to the incoming gas pipe. Electricity alone heated 7.6%, against 11.8% borough-wide. SE26 4AA, 6AA and 6LT on the Lewisham side and SE26 6EG, 6UT and 5FF on the Bromley side all fall in grid supply point group _C, UK Power Networks’ London Power Networks area. The sealed cut-out belongs to the network, so a fault there is theirs to fix, and a power cut is a free call to 105.
Coutts Electrical’s office at Glebe Farm Business Park, Keston is 6.6 miles (10.7 km) from Sydenham in a straight line, and further by road. With 64.0% of Sydenham households in flats and a third renting socially, access often runs through a housing officer, managing agent or freeholder, and circuits go off during the dead tests, so we settle timing with whoever holds the keys first. NICEIC, the scheme provider on our TrustMark listing, approves us as a contractor, and every code comes with a plain-language explanation. The EICR testing service page details the inspection and tests; our electrician in Sydenham page covers the rest of our work in SE26.
What every EICR job includes

- Domestic, landlord and commercial inspections

02 Questions from Sydenham
EICR testing,
answered for Sydenham.
I rent from a housing association in Sydenham Wells. Do the five-yearly electrical checks apply to my home?
Yes. SI 2025/1043 brought social housing into the Electrical Safety Standards regulations, so your landlord must have the installation inspected and tested at least every five years, give you a copy of the report, and deal with any C1, C2 or FI it records within 28 days, or sooner if the report says so. If your tenancy began before 1 December 2025, the first inspection must take place before 1 November 2026, so ask your landlord when yours is booked. At the 2021 Census 37.3% of Sydenham Wells households rented socially and 19.3% rented from a social landlord other than the council, both the highest of Sydenham's three neighbourhoods.
My flat is in a converted Victorian house in Lower Sydenham. Does the EICR cover the shared hall and stairs?
Only if the agreed extent includes them, and the report must state what it covers. In a converted house each flat normally has its own meter and consumer unit, while the hall and stair lights may run from a separate landlord's supply that is usually the freeholder's responsibility. At the 2021 Census 23.6% of Lower Sydenham households lived in part of a converted or shared house, so tell us at booking how many meters the building has and who holds the key to them.
Three of us rent rooms in a purpose-built flat in Upper Sydenham. Does the landlord need an HMO licence as well as an EICR?
Usually, if you are not one household and you share a kitchen or bathroom. Lewisham's Additional HMO licensing, in force since 5 April 2022, covers three or more such sharers in a purpose-built flat, as well as three or four in a house. The licence and the electrical report are separate duties: the flat still needs inspecting at least every five years, and each of you is owed a copy of the report. At the 2021 Census 53.8% of Upper Sydenham households lived in purpose-built flats, more than in either of Sydenham's other two neighbourhoods.
My SE26 let is on the Penge side. Is Lewisham still the council?
Not always. The SE26 district crosses the borough boundary: SE26 6EG and 6UT are in the London Borough of Bromley's Penge & Cator ward, and SE26 5FF is in its Beckenham Town & Copers Cope ward. There Bromley is the housing authority and Lewisham's licensing schemes do not apply. The electrical safety regulations apply across England, so the duties are the same on both sides: an inspection at least every five years, remedial work within 28 days, and a copy to the council within 7 days of a written request.
