Tonbridge EICR testing
EICR in Tonbridge for Town-Centre Lets, Post-War Semis and Victorian Houses
At the 2021 Census, 2,000 of Tonbridge's 2,340 privately renting households lived in two census areas, Tonbridge Town and Tonbridge South & Haysden, and the Valuation Office Agency dates about a third of the properties there to before 1919. Most of those lets need an inspection and test of the fixed wiring no more than five years apart, and a housing association home let before 1 December 2025 needs its first one before 1 November 2026. A landlord in breach faces a penalty of up to £40,000 from Tonbridge and Malling Borough Council. Coutts Electrical offers EICRs to Tonbridge landlords, homeowners and businesses as an NICEIC Approved Contractor, from an office in Keston 14.9 miles off in a straight line.

Where Tonbridge’s private lets are
On this page Tonbridge means four census areas (MSOAs): Trench Wood and Higham Wood in the north of the town, Tonbridge Town, and Tonbridge South & Haysden. Hildenborough, a separate village with its own conservation area, is left out. In 2021 the four held 14,753 households, and 2,340 of them (15.9%) rented privately, against 12.5% across Tonbridge and Malling. Two areas account for 2,000 of those lets: 1,322 households in Tonbridge Town (24.6%) and 678 in South & Haysden (19.3%). In Trench Wood the figure was 5.6%, and in Higham Wood 6.0%.
The oldest buildings stand in the same two areas. The Valuation Office Agency dates 1,830 of Tonbridge Town’s 5,830 properties (31.4%) and 1,390 of South & Haysden’s 3,710 (37.5%) to before 1919, against 1.8% of Higham Wood’s. The council’s appraisal of the Tonbridge Conservation Area treats the Slade, a Victorian neighbourhood of tightly packed terraced and semi-detached houses, as a sub-area of its own. A Slade terrace is reported on for its wiring as it stands today; the age of the brickwork earns no code by itself.
Flats over shops and shared houses in the centre
Tonbridge Town is also where the flats are: 30.9% of its households lived in a purpose-built block in 2021 (1,662 of 5,373), against 17.3% across the four areas and 11.7% across the borough. Each let flat has its own installation and needs its own report.
The Census counted another 225 Tonbridge households living in part of a converted or shared house, bedsits included, and 208 of them were in Tonbridge Town or South & Haysden. A further 148 lived in a commercial building, a group the Census defines to include flats over shops, and 104 of those were in Tonbridge Town. The flat upstairs, let as a home, is on the five-yearly cycle. The shop below answers to different law: the Electricity at Work Regulations 1989 demand that its electrical system be maintained so as to prevent danger, and set no inspection interval. Our guide to the EICR for a business explains how the lease decides whether the landlord or the shop tenant arranges it.
Post-war semis and housing associations in the north
North of the centre the housing is newer. Fewer than one property in a hundred in Trench Wood predates 1919, and the Valuation Office Agency puts 2,040 of Higham Wood’s 3,250 properties (62.8%) and 1,290 of Trench Wood’s 2,780 (46.4%) in the years 1945 to 1964. Semi-detached houses were the commonest home in both in 2021, at 53.3% of households in Higham Wood and 55.4% in Trench Wood.
Private letting is rare in both, but social renting is not. In Trench Wood 32.0% of households rented from a social landlord in 2021 (875 of 2,738): 783 from housing associations and similar non-council landlords, 92 from the council. Until SI 2025/1043, housing association homes sat outside the electrical safety regulations. The 2025 amendments brought registered providers of social housing in, with a transition for homes already let: a tenancy that predates 1 December 2025 needs its first inspection and test before 1 November 2026, while one granted from that date onward needs it before the tenancy starts.
Higham Wood has the highest share of owner-occupiers of the four areas, 72.0% of households. No law requires an owner-occupier to commission an EICR, so there the report is usually a homeowner’s or buyer’s choice.
What Tonbridge and Malling Borough Council enforces
Enforcement in Tonbridge falls to Tonbridge and Malling Borough Council as local housing authority, under the Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020, which cover most private and housing association tenancies. Before each tenancy begins, and then no more than five years apart, a qualified person inspects and tests the installation; the latest report can set an earlier date. Copies have deadlines too: 28 days for sitting tenants, before occupation for an incoming one, and 7 days from a written request by the council. Any remedial work or further investigation listed on the report must be finished inside 28 days, unless the report sets a tighter deadline. The ceiling on the council’s financial penalty rose from £30,000 to £40,000 under SI 2025/1043. For the paperwork, see our guide to landlord electrical checks, which lists who must receive a copy and what each code asks of a landlord.
The council’s HMO page lists mandatory licensing only, for an HMO occupied by five or more people forming more than one household. Licences last up to five years, and since 1 April 2026 the fee has been £810 for a new one and £727 to renew. One standard licence condition requires electrical installations and appliances to be in a safe condition, so in a licensed shared house the landlord’s own appliances matter as well as the fixed wiring an EICR covers.
In the Tonbridge and Quarry Hill conservation areas, the council warns, permitted development allows less, so ask it before remedial work that would alter the outside of a building. Damage the inspector finds at the sealed cut-out, the fused unit where the incoming cable ends, is for UK Power Networks to repair; Tonbridge is in its South Eastern Power Networks licence area.
Booking an EICR from Keston
From Glebe Farm Business Park in Keston, Tonbridge is 14.9 miles in a straight line, not a driving distance, and only Maidstone among the towns on our areas list lies further out. The inspection is carried out under our NICEIC Approved Contractor status. You get each coded observation explained in plain language, and any remedial work is quoted as a separate job rather than assumed. Parts of the testing need the supply off, so for a flat above a High Street shop the time has to suit both the tenant upstairs and the business below. What the inspection and testing cover is set out on our EICR testing page; for other electrical work in the town, see electrician in Tonbridge.
What every EICR job includes
- NICEIC Approved Contractor
- Domestic, landlord and commercial inspections
- Findings explained, not just coded
- Remedial work quoted separately — never assumed
02 Questions from Tonbridge
EICR testing,
answered for Tonbridge.
My let flat is in a purpose-built block in central Tonbridge. Do I need an HMO licence as well as the EICR?
Not under the scheme the council runs now. Tonbridge and Malling Borough Council's HMO page lists mandatory licensing only, and that excludes self-contained flats in purpose-built blocks of three or more. The electrical duty still applies to the flat itself: a check before each new tenancy and at least once every five years after that, with the report given to a sitting tenant within 28 days. Blocks like yours housed 30.9% of households in the Tonbridge Town census area in 2021.
Our housing association home is in Trench Wood. When is its first electrical inspection due?
For a tenancy granted before 1 December 2025, before 1 November 2026. That deadline was set by SI 2025/1043, which extended the electrical safety duties to housing associations and other registered providers of social housing. After the first one, inspections come no more than five years apart, or sooner if a report says so, and you should be given each report within 28 days. Trench Wood has the highest share of social renting of Tonbridge's four census areas: 875 of its 2,738 households (32.0%) in 2021.
Our Victorian house is in the Slade. Will its age count against it on the EICR?
Not by itself. Every code is tied to something the inspector finds, and none is given for the year the house went up. Codes C1 (danger present) and C2 (potentially dangerous) make the report unsatisfactory; C3 recommendations on their own do not. What age can change is the interval: an inspector who judges an installation old enough to warrant it can bring the next inspection forward, giving the reason in the report. The Slade is a sub-area of the Tonbridge Conservation Area, where the council warns that permitted development allows less, so ask the council before any repair that would change the outside of the house.
We are buying a late-1950s semi in Higham Wood. Is an EICR worth having before exchange?
It gives you the installation's condition item by item, so anything coded can be priced before you commit. You need the seller's agreement, since it is their house and some of the tests mean switching circuits off. A semi of that age is typical there: in Valuation Office Agency records 51.7% of Higham Wood's properties date from 1955 to 1964, and semi-detached houses were home to 53.3% of its households in 2021.
