Close to a third of Sevenoaks households rent

On this page, Sevenoaks means the four district wards that carry the town’s name: Sevenoaks Eastern, Kippington, Northern, and Town and St John’s. At the 2021 Census they held 20,751 residents in 8,209 households. Riverhead, Dunton Green, Seal and Sevenoaks Weald have wards or parishes of their own and are not counted.

Ownership in those wards, at 65.9%, sits below the 71.5% across Sevenoaks District. Private renting runs the other way: 1,669 households (20.3%) rented privately, against 13.4% across the district and close to England’s 20.5%. Another 997 (12.1%) rented from a social landlord, most of them from a housing association or similar body rather than the council. Taken together, close to one household in three in the town rents, and most of those lets fall under the rented-sector electrical rules.

What Sevenoaks District Council can require

For a let in the town, the local housing authority is Sevenoaks District Council, from its offices on Argyle Road. It enforces the Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020, renamed when SI 2025/1043 amended them. A landlord must have the fixed installation inspected and tested at least every five years, or by any earlier date the last report sets, and give existing tenants a copy within 28 days. Any observation coded C1 (danger present), C2 (potentially dangerous) or FI (further investigation) must be dealt with within 28 days, or sooner if the report says so; a C3 is an improvement recommended, not required. If the council asks for the report in writing, it must have it within 7 days, and since 1 November 2025 it can impose a penalty of up to £40,000 for a breach, up from £30,000.

The same instrument brought registered providers of social housing, councils and housing associations alike, into the rules. Where one granted a tenancy before 1 December 2025, the first inspection must take place before 1 November 2026, which matters for the 12.1% of Sevenoaks households that rented from a social landlord in 2021.

A shared house may need a licence as well. The council’s HMO page and register mention only national mandatory licensing, and the register of 3 June 2026 lists 21 licensed HMOs in the district, 2 at Sevenoaks town addresses. Our guide to landlord electrical checks covers who must receive the report, and when.

Blocks, conversions and flats over shops

A quarter of the town’s households (25.5%, or 2,094) lived in a flat in 2021, and 19.1% were in purpose-built blocks, against 11.7% across the district. A further 4.2% lived in converted or shared houses, where proving which circuits belong to which flat comes before any testing.

Another 1.3% lived in or above a commercial building, the Census category that takes in the flat over a shop. If that flat is let, the rented-sector rules apply to it, while the shop below is a workplace under the Electricity at Work Regulations 1989, which require maintenance to prevent danger but set no interval. Who arranges the shop’s inspection usually depends on the lease, as our guide to commercial EICRs explains.

Older, larger and often listed

The Valuation Office Agency dates 2,160 of the town’s 8,990 council-tax properties (24.0%) to before 1919, against 18.6% across the district, and 1,700 of them to before 1900. Few houses that old had electricity when new, so the inspection judges wiring added since, against today’s regulations rather than the age of the walls around it.

Size adds time on site. At the 2021 Census, 36.9% of households in the four wards had four or more bedrooms, against 21.1% across England, and the VOA places 28.7% of properties in council tax band G or H, against 4.1% across England. Testing goes circuit by circuit, so mention a second consumer unit or an outbuilding supplied from the house when you book. With 80.6% of households relying on mains gas alone for central heating in 2021 (England: 74.0%), the main bonding to the incoming gas pipe is part of most inspections here.

Many of the oldest buildings are protected. Historic England lists 189 entries inside the four wards, 114 of them in Town and St John’s, and eight conservation areas lie within or touch the wards, from Sevenoaks High Street (first designated 1971) to Hartslands (2011). Testing alters nothing. Remedial work can: listed building consent covers works affecting a listed building’s character inside as well as out, and the council advises speaking to its planning team before even minor external works in a conservation area. That is one reason we quote remedial work separately from the report.

The supply, and booking from Keston

The service cable and sealed cut-out at a Sevenoaks property normally belong to UK Power Networks, which runs the network here under its South Eastern Power Networks licence; a fault on its side, or a power cut, is reported on 105. The EICR covers the installation on your side of the meter.

02 Questions from Sevenoaks

EICR testing,
answered for Sevenoaks.

We rent our Sevenoaks home from a housing association and have never had an electrical inspection. When is one due?

If your tenancy was granted before 1 December 2025, the first inspection and test must be done before 1 November 2026, then at least every five years. That deadline comes from SI 2025/1043, which brought registered providers of social housing under the rules private landlords already followed. You should receive a copy of the report within 28 days of the inspection. At the 2021 Census, 10.8% of households in the four Sevenoaks wards rented from a housing association or similar social landlord.

Do I need an HMO licence as well as an EICR to let a shared house in Sevenoaks?

Only if the house falls within national mandatory licensing, which broadly covers homes let to five or more people forming two or more households. Sevenoaks District Council's HMO page and register mention no additional or selective scheme. The register, updated 3 June 2026, lists 21 licensed HMOs across the district, 2 of them at Sevenoaks town addresses. A new licence costs £1,031.17 for up to five units plus £24.40 for each extra unit, and the five-yearly electrical inspection still applies.

Our house is in the Kippington and Oakhill Road conservation area. Does an EICR need council permission?

Not the inspection, which leaves the house exactly as it was. Remedial work is different if it shows outside, such as a cable run on an external wall or a replacement outside light, and Sevenoaks District Council advises speaking to its planning team before even minor external works in a conservation area. If the house is listed too, consent can be needed for internal work that affects its character; Kippington ward alone has 55 list entries. We quote remedial work separately, so there is time to check.

Does the EICR on my let flat in a Sevenoaks block include the stairwell lighting?

Usually not. The report covers the installation serving your flat. Stair lighting, door entry and other landlord's supplies in the common parts normally form a separate installation, inspected under the freeholder's or managing agent's arrangements. Purpose-built blocks are far more common in the town than around it: 19.1% of households in the four Sevenoaks wards lived in one in 2021, against 11.7% across Sevenoaks District. Your tenants still need a copy of the flat's report within 28 days.
