Bickley Solar panels

Solar panels in Bickley

Bickley Park and Mavelstone Road are conservation areas, yet a house there can still put panels on any pitched slope, the street side included, with no planning application, so long as they stand within 0.2 m of the roof surface and stay at or below its highest part; a listed house is different and needs planning permission. At BR1 2AA, PVGIS models 4,156 kWh a year from an unshaded 4 kWp array facing south. Coutts Electrical, based at Biggin Hill 6.2 miles to the south as the crow flies, handles the G98 notice or G99 application to UK Power Networks on every installation.

Panels in Bickley Park and Mavelstone Road

Four conservation areas lie wholly inside the Bickley & Sundridge ward, and two of them carry Bickley’s name: Bickley Park, designated by Bromley in 1986 and revised in 1988, and Mavelstone Road, Bickley, designated in 1987. Living in either doesn’t stop a house’s pitched roof taking panels, even on the slope that faces the road. Part 14 of the permitted development order, in its form since 27 August 2026, sets the limits: a projection of 0.2 m at most from the slope, nothing above the roof’s highest point bar the chimneys, and the array placed, so far as practicable, where it least affects the look of the house and the amenity of the area. Within either boundary, walls, balconies and roof enclosures that face onto a highway are off limits, and an array on a flat roof waits for Bromley’s prior approval. Neither Bickley Park nor Mavelstone Road appears on Bromley’s list of Article 4 directions. Our guide to planning permission for solar panels in Bromley and Kent shows where the council’s map confirms whether a particular address is inside a boundary.

Twenty-seven list entries

Listing is the stricter test in Bickley. Of the 27 National Heritage List entries mapped inside the ward, one is Grade I (Sundridge Park), one Grade II* (Bullers Wood) and 25 Grade II, from the Church of St George and Bickley War Memorial to Bickley Court, 17 Bickley Road and 26 The Avenue. For a listed house, panels on the house itself, or on a garage or other building in its curtilage, fall outside permitted development and need Bromley’s planning permission. Listed building consent is a further decision on works affecting the building’s special character, and that can reach the internal cable run to the consumer unit, so plan the route with the application.

Substantial plots, older roofs

In Bromley’s Local Plan, Bickley’s Area of Special Residential Character reaches north from the railway below Bickley Park Road as far as Chislehurst Road, and east from Pines Road to Station Approach, with an outlying enclave around Merlewood Drive. The plan describes the area as essentially spacious inter-war housing, large houses on substantial plots. The council’s Article 4 direction for the ASRC removes the rights to add storeys (Part 1 Class AA and Part 20), not the Part 14 solar right, so roof panels within the national limits need no application there.

The 2021 Census found 33.8% of households in Bickley & Sundridge living in a detached house, close to twice Bromley’s 18.1%. Across the whole ward, though, the inter-war label fits less well. In the 11 small Census areas that best fit it, the Valuation Office Agency dates 22.5% of dwellings (1,840) to before 1919, 1,300 of those before 1900, and only 17.1% to 1919–1939, against 29.7% across the borough. On a roof framed before 1900, the Planning Portal’s point that building regulations usually cover roof-mounted panels counts for more: the structure has to be shown to carry the extra load, and some roofs need strengthening first.

4,156 kWh at BR1 2AA

Set 4 kWp of unshaded panels at BR1 2AA, face them due south at a 35° pitch, and PVGIS, the model run by the EU’s Joint Research Centre, expects 4,156 kWh a year from them, roughly 1,039 kWh for each kWp. Run for BR1 1AA in Bromley town centre, it returns the same 4,156 kWh, so on a Bickley house the roof’s direction, and any shade from trees or neighbouring buildings, will move the figure further than the postcode does. The value table below turns 4,156 kWh into first-year figures, and our guide to solar panel costs in Kent and south-east London works the example through to payback.

London Power Networks: G98 or G99

For BR1 2AA, Elexon’s grid supply point group is _C: Bickley’s local network is UK Power Networks’, run under its London Power Networks licence. Orpington and West Wickham, though in the same borough, come back as _J, the South Eastern licence. The connection rule depends on the equipment, not the licence. Where everything that generates at a Bickley house, a battery included, adds up to 16 A per phase or less, 3.68 kW on a single-phase supply, it’s a G98 job, notified to the network within 28 days of commissioning. Anything bigger is G99, which means applying to UK Power Networks before installation. The survey settles which, and the paperwork for either comes as standard.

Who decides, and who fits it

In 2021, 5,385 of the 7,149 households in Bickley & Sundridge (75.3%) were owner-occupiers, 36.8% outright, well above Bromley’s 68.5%, so on most Bickley roofs the decision is the owner’s alone. The 1,194 households renting privately and the 545 renting from a social landlord start with their landlord, and leaseholders among the 28.2% of households in flats may need the freeholder’s consent as well.

Coutts Electrical works from 214 Main Road, Biggin Hill, a straight-line 6.2 miles (10 km) to the south. A Bickley solar panel installation is designed and fitted by Coutts’ own qualified electricians, not by commission-led sales staff. TrustMark lists us under licence 2677315 with NICEIC as scheme provider and with MCS certification for solar PV, which a system needs before it can earn Smart Export Guarantee payments. RECC membership (no. 00072268) and Which? Trusted Trader status are two more registers a Bickley owner can check.

Bromley’s Warm Homes: Local Grant is run by the Greater London Authority, which adds a savings limit to the national test; our page on solar panel grants in Kent and south-east London explains it, and the 0% VAT on home solar that applies until 31 March 2027, with 5% from then on. DESNZ’s renewable electricity series stops at council level: 4,093 solar PV sites across Bromley at the end of 2025, up 68% on 2020. If the wiring or consumer unit needs attention before the panels go on, our electrician in Bickley page covers that work.

02 Questions from Bickley

Solar panels,
answered for Bickley.

Can I have solar panels on the front roof of a house in Bickley Park?

Usually, yes. Designation as Bickley Park or Mavelstone Road doesn't bar a street-facing pitched slope: panels can go on it without an application if they project 0.2 m or less and no part tops the roof's highest point, chimneys aside. The ban is on walls, balconies and roof enclosures that front a highway, and on a flat roof you need Bromley's prior approval before fitting. Bromley's Article 4 list names neither area. A listed house is the exception: it needs planning permission.

I live in a listed house in Bickley. Can I still have solar panels?

Possibly, but only with planning permission from Bromley: permitted development doesn't cover a listed house, a garage or other building in its curtilage, or free-standing panels in its grounds. The Bickley & Sundridge ward has 27 entries on the statutory list, among them 17 Bickley Road and 26 The Avenue at Grade II. Listed building consent is a separate decision on any work affecting the building's special character, indoors as well as out, so the cable route belongs in the application.

Does the Bickley Area of Special Residential Character restrict solar panels?

Not on its own. Bromley weighs the ASRC, bounded by the railway below Bickley Park Road, Chislehurst Road, Pines Road and Station Approach, when it decides planning applications, but it isn't protected land under the permitted development order. The council's Article 4 direction for the Bickley ASRC removes the rights to add storeys, not the solar right, so roof panels within the national limits need no application. A listing or a conservation area boundary can still change that, so check the address on Bromley's map.

Will a grant pay for solar panels on my Bickley home?

For most Bickley homes, no. ECO4 pays for panels only where a heat pump or qualifying electric heating is in place or going in, and it closes on 31 December 2026; at the 2021 Census 84.4% of the ward's households relied on mains gas alone, while 408 used electric heating only, and those are the homes it could suit, if the heating type qualifies and the household meets the benefit or income test. In Bromley the Warm Homes: Local Grant is the Greater London Authority's to run: the home must be privately owned and rated EPC D to G, income is usually capped at £36,000 and savings must be under £25,000, though some households are exempt from the savings test. Without a grant, panels fitted to a home still carry 0% VAT until 31 March 2027, and 5% after that.
