Bromley Solar panels
Solar panels in Bromley
PVGIS models 4,156 kWh a year from an unshaded, south-facing 4 kWp array at BR1 1AA in central Bromley. In Bromley Town ward, though, 54.8% of households lived in flats and 32.6% rented privately at the 2021 Census, and the Town Centre Conservation Area and 30 listed buildings set limits, so whose roof it is and what protects it often come before the panels. Coutts Electrical's Biggin Hill office is 6.6 miles south as the crow flies, in the same borough, and every install includes the G98 notification or G99 application to UK Power Networks.

Flats, landlords and a shop downstairs
Bromley Town ward, running from Bromley North to Bromley South across the High Street and Market Square, is mostly flats. At the 2021 Census 54.8% of its 6,718 households lived in one, against 31.3% across the borough, and 41.7%, or 2,803 households, were in purpose-built blocks. In a block the roof is shared, and the Planning Portal notes that a leaseholder may need the freeholder’s or management company’s consent, so for the ward’s flat-dwellers the lease comes before the survey.
Ownership narrows it again: 56.2% of households owned their home, against 68.5% borough-wide, while 2,192 (32.6%) rented privately, nearly double the borough’s 17.4%. For them, and for 636 social renters, the landlord decides.
The 1.7% living in a commercial building, such as a flat over a shop, need the council’s view first. Their building is neither a house nor wholly flats, so neither set of permitted development limits may fit.
The Town Centre Conservation Area
The London Borough of Bromley, whose administrative centre is inside the town centre, designated the Bromley Town Centre Conservation Area (ref CA44) on 22 January 1985 and extended it slightly in 2021. Its appraisal, adopted on 25 June 2025, takes it along the High Street, Market Square, lower London Road and East, West and North Streets, and west into the Ravensbourne valley by Church Road and Glassmill Lane. About 79% of it lies in the ward; the rest, to the west, is in Shortlands & Park Langley.
A house’s pitched roof inside it can still take panels without an application, the street-facing slope included, if they project no more than 0.2 m and sit no higher than the roof’s highest part. Designation rules out a wall, balcony or roof enclosure fronting a highway, and a flat-roof array needs Bromley’s prior approval first. The appraisal’s solar paragraphs, 5.33 and 5.34, predate the national changes of 27 August 2026, and it names no Article 4 direction; our guide to planning permission for solar panels in Bromley and Kent has the current limits and how to check an address.
Thirty listed buildings, two at Grade I
The ward holds 30 entries on the statutory list. Bromley College and its gateway are Grade I, the Church of St Peter and St Paul and Bromley War Memorial on Martins Hill are Grade II*, and the 26 at Grade II include Bromley North station and the Old Palace. Panels on a listed house, on a building in its curtilage, or on a listed block of flats need planning permission. Listed building consent is a separate test that can reach indoors, to the cable route and the inverter’s position.
4,156 kWh on older roofs
PVGIS, the EU Joint Research Centre’s model, estimates 4,156 kWh a year at BR1 1AA from 4 kWp of panels facing south at 35°, about 1,039 kWh per kWp; the value table below starts from that figure. It assumes nothing shades the roof, and in a ward of purpose-built blocks a taller building to the south can take a share of it.
The Valuation Office Agency dates 1,570 of the 7,520 council-tax properties in the ward’s nine LSOAs (20.9%) to before 1919, 1,160 of them before 1900, against 17.0% across the borough. The Planning Portal says building regulations normally apply to roof-mounted panels, including a check that the roof can carry their weight, which matters in a building put up before 1900.
UK Power Networks, G98 and G99
On Elexon’s grid supply point groups, BR1 1AA and BR1 3AA, both in the ward, and BR2 0AA in Shortlands are in group _C, UK Power Networks’ London Power Networks licence; BR2 7AA in Hayes is _J, its South Eastern licence. The rules match on both. If the inverter output of the panels and any battery at a Bromley home totals 16 A per phase or less (3.68 kW on a single-phase supply), G98 applies and UK Power Networks is told within 28 days of commissioning; anything larger needs a G99 application before installation. Every Coutts install includes that step.
Biggin Hill, in the same borough
Our office at 214 Main Road sits in the borough’s Biggin Hill ward, 6.6 miles (10.6 km) south of Bromley in a straight line, and both are in the Bromley and Biggin Hill constituency. The electricians who survey a BR1 roof are the ones who design and fit the solar panels for a Bromley home: our own qualified electricians, not a commission-led sales team. TrustMark’s register (licence 2677315) names NICEIC as our scheme provider and lists MCS-certified solar PV among our trades; we are also RECC member 00072268 and a Which? Trusted Trader.
DESNZ counted 4,093 solar PV sites across the London Borough of Bromley at the end of 2025, up 68% from 2,431 in 2020; it gives no ward figure. Until 31 December 2026, ECO4 funds solar for low-income households only alongside a heat pump or qualifying electric heating. At the 2021 Census 12.8% of the ward’s households (860) had electric-only central heating, against 6.8% borough-wide, though not every electric system meets ECO4’s test. Our guide to solar panel grants in Kent and south-east London covers that and the Greater London Authority’s Warm Homes: Local Grant. 02 Questions from Bromley
Solar panels,
answered for Bromley.
Can I put solar panels on a house in the Bromley Town Centre Conservation Area without planning permission?
Usually, if the house isn't listed. Panels on a pitched roof, the street-facing slope included, are permitted development if they project no more than 0.2 m and sit no higher than the roof's highest part, chimneys aside. The conservation area rules out any wall, balcony or roof enclosure fronting a highway, and a flat-roof array, up to 0.6 m above the roof's highest part, needs Bromley's prior approval first. The council's June 2025 appraisal (paragraphs 5.33 and 5.34) predates the national rules in force since 27 August 2026, so go by those.
I live in a flat above a shop on Bromley High Street. Can solar panels go on the roof?
Possibly, but check before anyone quotes. Permitted development treats a block of flats as a building made up wholly of flats, and its definition of a house excludes a building containing flats, so a shop with a flat above may fit neither set of limits. Ask Bromley's planning team first, and read your lease, since a leaseholder may need the freeholder's or management company's consent. The High Street also lies inside the Town Centre Conservation Area. In 2021, 1.7% of the ward's households lived in a commercial building.
Is there a grant for solar panels in Bromley?
Not for most households. In Bromley the Warm Homes: Local Grant comes through the Greater London Authority's consortium and can include solar for a privately owned or privately let home rated EPC D to G, where household income is usually £36,000 or less and, in London, savings are under £25,000, with some exemptions. ECO4, ending 31 December 2026, funds solar for low-income households only alongside a heat pump or qualifying electric heating. Otherwise, panels fitted in a home carry 0% VAT until 31 March 2027, and 5% from 1 April 2027.
Do the same rules apply in Shortlands, Hayes or Sundridge?
The planning limits are national, but the designations differ. Of Bromley's 47 conservation areas, Shortlands, Shortlands Village, Durham Avenue and almost all of the Broadoaks Estate lie in Shortlands & Park Langley ward, Hayes Village and Keston Village in Hayes & Coney Hall, and Garden Road and Sundridge Avenue in Bickley & Sundridge; Plaistow ward has none. The network differs too: BR2 0AA in Shortlands is on London Power Networks, like the town centre, and BR2 7AA in Hayes on South Eastern Power Networks. G98 and G99 work the same on both.
