Chislehurst Solar panels

Solar panels in Chislehurst

In Chislehurst, check the address before choosing a slope: Bromley's map shows whether a house is in the Chislehurst Conservation Area (designated 1971) or among the ward's 60 listed-building entries, and Kemnal Road has an Article 4 direction of its own. An unshaded 4 kWp roof facing south here models 4,178 kWh a year in PVGIS, the highest of the seven Bromley towns we cover. Every Coutts Electrical install includes the G98 notification or G99 application to UK Power Networks, which serves most of the ward under its London Power Networks licence and postcodes such as BR7 6RA under its South Eastern one.

4,178 kWh on a Chislehurst roof

For a 4 kWp array at Chislehurst’s town point (51.412 N, 0.070 E), unshaded, facing due south and tilted at 35°, the EU Joint Research Centre’s PVGIS model puts yearly output at 4,178 kWh, about 1,045 kWh per kWp. That tops the seven Bromley towns we cover, but only just: Petts Wood models 4,174 kWh and Beckenham 4,125.

Use differs far more than output. In 2024 the mean domestic meter in Chislehurst West & Elmstead used 4,885 kWh, the second-highest of Bromley’s 39 MSOAs and more than that modelled roof makes in a year, while Chislehurst North’s mean was 3,566 kWh. The medians, 3,443 and 2,720 kWh, sit well below, so higher-use homes pull each mean up. Coutts Electrical’s quotes are based on your own usage profile, time of use and available roof space, not an area average. The value table below turns 4,178 kWh into first-year figures.

Who decides on a BR7 roof

At the 2021 Census, 77.0% of Chislehurst ward’s 6,268 households owned their home, against 68.5% across Bromley, and 34.1% lived in a detached house, almost twice the borough’s 18.1%. In Chislehurst West & Elmstead, 80.7% own and 50.9% live in a detached house; in Chislehurst North, ownership is 72.2% and semis and terraces house more than two-thirds of households.

The ward’s 945 private and 447 social renting households start with their landlord. For the 267 households in part of a converted or shared house, planning law treats a building that is now wholly flats as a block of flats, and a leaseholder may need the freeholder’s consent. For the 70 households in a commercial building, such as over a shop, the house and flat rules may not apply: ask Bromley.

Inside the 1971 conservation area

Historic England records the Chislehurst Conservation Area as designated in 1971. It is entry 17 in Bromley’s Local Plan list, and the only one of the council’s 47 conservation areas that Historic England’s data shows crossing the ward; the Chislehurst Road conservation area is in Petts Wood. Inside the 1971 boundary, a house’s pitched roof can still take panels without an application, the slope facing the road included, within the permitted development limits. What the designation rules out is a wall, balcony or roof enclosure fronting a highway, and a flat roof there needs a prior approval application to Bromley first, with 56 days for the council to decide. Our guide to planning permission for solar panels in Kent and Bromley sets out each limit, as amended on 27 August 2026.

Camden Place to Kemnal Road

In Chislehurst, listing is the stricter test. Historic England’s list has 60 entries mapped inside the ward: four at Grade II*, Camden Place and the Parish Church of the Annunciation of the Blessed Virgin Mary among them, and 56 at Grade II, from 46–54 High Street to the Bull’s Head. On a listed house, or a building within its curtilage, panels need planning permission from Bromley, and listed building consent separately covers any work affecting the building’s character, inside as well as out, cable routes included.

Bromley’s Article 4 page also lists a direction titled for Kemnal Road, Chislehurst, naming no Part or Class. A direction removes only the rights it names, so on Kemnal Road the document itself shows whether the solar right is affected.

Interwar north, postwar west

The Valuation Office Agency dates 41.1% of Chislehurst North’s 3,190 properties to 1919–1939, against 29.7% across Bromley, and 400 to before 1900. In Chislehurst West & Elmstead, 41.3% of 4,600 went up between 1945 and 1972, and 490 before 1900. On those 890 or so older properties, as on a 1960s house, building regulations normally apply to roof-mounted panels, so the roof’s ability to carry the extra weight is checked. If an older BR7 house needs its wiring tested or a new consumer unit first, see our electrician in Chislehurst page.

Two network licences in one ward

UK Power Networks runs Chislehurst’s network, but not under one licence. Most of the ward, BR7 6AA in Chislehurst North and BR7 5NA in Chislehurst West & Elmstead included, returns grid supply point group _C, its London Power Networks licence. BR7 6RA, BR7 6RD and BR7 6QZ, in census area Bromley 010B on the ward’s south-east edge, return _J, its South Eastern licence, the one Orpington and West Wickham are on, so the licence for a given house is confirmed from its supply. The rules are the same on either side: if the generating units at a Chislehurst house, battery included, total 16 A per phase or less, about 3.68 kW on a single-phase supply, G98 applies and UK Power Networks is told within 28 days of commissioning; above that, G99 applies and it is consulted before installation. Our guide-priced systems pair 4 to 8 kWp of panels with a 10 kWh battery, so the equipment chosen for a BR7 house settles the route, and every Coutts solar panels installation includes the notification or application.

Seven miles from Biggin Hill

Coutts Electrical works from 214 Main Road, Biggin Hill, 7.1 miles (11.5 km) south of Chislehurst in a straight line. TrustMark’s register (licence 2677315) lists us as electricians, with NICEIC as scheme provider, and as MCS-certified solar PV installers; we are also RECC member 00072268 and a Which? Trusted Trader.

For the ward’s 4,829 owner-occupying households, the main relief is VAT: 0% on panels and a battery installed in a home until 31 March 2027, then 5% from 1 April 2027. Our page on solar and battery grants in Kent and south-east London explains Bromley’s Warm Homes: Local Grant. DESNZ counted 4,093 solar PV sites across Bromley at the end of 2025, up from 2,431 at the end of 2020, but publishes no Chislehurst figure.

02 Questions from Chislehurst

Solar panels,
answered for Chislehurst.

Is my Chislehurst house in the conservation area, and can it still have solar panels?

Bromley's interactive map shows whether your address is inside the Chislehurst Conservation Area, designated in 1971, and whether the house is listed. Inside it, panels can still go on any slope of a house's pitched roof, the street side included, without an application, provided they keep within the permitted development limits. There, the rules exclude walls, balconies and roof enclosures that front a highway, and panels on a flat roof need a prior approval application to Bromley first: work can start once the council says approval isn't needed, gives it, or 56 days pass without a decision.

Our house is one of Chislehurst's listed buildings. Can it have solar panels?

Possibly, but not without applying. The permitted development right for panels doesn't cover a listed house or a building within its curtilage, such as a garage, so you need planning permission from Bromley. Listed building consent is a separate test for any work affecting the building's character, indoors too, so cable routes count. The ward has 60 list entries, four of them Grade II*, Camden Place among them. A house on Bromley's local list isn't caught by that exclusion.

We live on Kemnal Road. Does its Article 4 direction stop solar panels?

Only if it removes the solar right. An Article 4 direction takes away just the permitted development rights it names, which for panels on a house means Part 14, or Part 40 in a direction made before April 2015. Bromley's Article 4 page lists a direction titled for Kemnal Road, Chislehurst, with no Part or Class in its title, so the PDF on that page answers it. A lawful development certificate confirms the position in writing.

Can a Chislehurst household get a grant for solar panels?

Usually not. The help most households get is VAT relief: the rate on panels and batteries installed in a home is 0% until 31 March 2027, rising to 5% on 1 April 2027. In Bromley, the Warm Homes: Local Grant comes through the Greater London Authority's consortium, for privately owned homes rated EPC D to G, household income usually £36,000 or less and savings below £25,000, with some exemptions. Smart Export Guarantee payments need MCS certification, which every Coutts install includes.
